Guidance and Action Plan Regarding IEEPA Tariff Refunds (4/28/26)
TL;DR 👉 on April 28, CBP filed a declaration to CIT updating the IEEPA tariff refund process through CAPE.
𝗞𝗲𝘆 𝘁𝗮𝗸𝗲𝗮𝘄𝗮𝘆𝘀:
- As of 8:00 PM on Sunday, April 26, 2026, a total of 75,306 CAPE declarations had been submitted, of which 47,315 successfully passed file-level validations, representing an approximate 60% pass rate at the file validation stage.
- The CAPE declarations that passed file-level validations comprised 11,222,927 entries with IEEPA duties, which also satisfied entry-specific validations and were accepted for the removal of IEEPA duties through CAPE. CBP reported that 2,124,394 entries—approximately 18.9% of the entries that passed file-level validations—were rejected due to failure to meet entry-specific validation requirements.
- Of the 11,222,927 accepted entries, approximately 1,740,000 entries, or 15.5%, have been liquidated and are currently in the refund process.
- CBP indicated that it will continue to monitor the process and address any issues as they arise to ensure that CAPE continues to operate as intended.
