ICS2 Filing Fee on EU Shipments – Effective September 1, 2025

As part of the European Union’s Import Control System 2 (ICS2) requirements, all shipments—regardless of mode—destined for or transiting through the EU, Norway, Switzerland, and Northern Ireland must have an Entry Summary Declaration (ENS) filed with the carrier before departure from the origin port or airport.

This also applies to Freight Remaining On Board (FROB), meaning cargo originating outside the EU but transiting through the EU before continuing to a non-EU destination.

  • ENS filing is mandatory for all EU-bound, transiting, and FROB shipments.
  • ENS must be submitted before departure; non-compliance may cause delays or penalties.
  • Accurate and timely shipping instructions are essential for smooth processing.

Filing Types

  • F14 – FROB Cargo
  • F15 – EU-Bound Goods
  • F16 – Self-Filing of Buyer/Seller Information

Information Required for Logistics Plus – Handled Filings

For customers requesting Logistics Plus to handle ICS2 filing, please provide:

  • Full Buyer & Seller name, address, and contact details
  • Buyer’s EORI Code
  • Complete Shipper & Consignee address (physical + P.O. Box if applicable)
  • Detailed, accurate commercial description of goods
  • 6-digit Harmonized Commodity Code

Self-Filing (F16)

If you choose to submit Buyer/Seller details directly in the ICS2 system, Logistics Plus will still require:

  • Your company’s EORI number
  • Detailed, accurate commercial description of goods
  • 6-digit Harmonized Commodity Code

Filing Fee

A US$35 ICS2 Filing Fee will apply per filing for all EU-bound or transiting shipments.

  • Effective for shipments on or after September 1, 2025
  • Shown as a separate invoice line item
  • Additional local filing or amendment/late fees may apply
